Mobile home or not, it is not unusual that a "stop" valve in the course degraded over time and become dysfunctional. From what you describe, it sounds like it is a limestone structure in the valve and the rubber-like "dishwasher" in the Valve is located in the building so that, if you are stuck trying to open the valve again, jammed, the washer in the limestone building, and was then separated from the valve stem, and blocks the water flow. Depending on the extent of the damage of lime is a throw-up, whether it is easier to overhaul or replace the valve is simple. In both cases, it will be necessary to turn off the main water supply to adjust the valve to the overhaul, or to remove it and replace it with a new one.
